No. Phase 3.4 is a dry-run smoke-test center. It validates request shape, adapter gates and safety policy without making external provider API calls.

Can API credentials be added from this page?

No. Provider credentials must be added only in private server settings after commercial approval and display-permission review.

When can real sandbox API calls be enabled?

Real sandbox calls should be enabled only after provider approval, private credentials, compliance review, logging, rate limits and fallback handling are ready.
